Rather than welcoming a guest for this week’s episode, co-host Paul Bradley takes the floor to discuss the leadership transition coming to ROC USA. Last week, Paul decided that ROC USA and their new subsidiary Integrity Community Solutions need dedicated leadership at both organizations. After 15 years as Founding President of ROC USA, Paul will be eventually moving to Integrity Community Solutions. This means ROC USA will be working through a process to hire a new president.
1:49 – What does this mean for ROC USA in the medium term?
ROC USA will welcome new executive presidential leadership to take resident owned communities to the next level. While it has been a very productive 15 years for the company, there is always more work to be done. There will be a transition period as we welcome a new president in 2024 to support the new leadership as best as possible. Paul will work closely alongside the new president as he shifts positions. His foremost hope is a successful and smooth succession.
4:28 – What is Integrity Community Solutions?
The market has changed dramatically for manufactured home community sales. In 2022, 3/4 of mobile home community parks were sold in multi-property portfolios. Over 40 states have no right of first refusal. For the communities who are sold within a portfolio in one of these states, there is nothing ROC USA can do to help them purchase their communities. Integrity Community Solutions (ICS) will share the same missions of ROC USA to build and support successful resident ownership. They will acquire portfolios of communities, own them on an interim basis and offer each community out to the homeowners in each community. They will bring the communities back to the most local ownership possible: resident ownership.
10:55 – Why is ICS so important to the future of resident ownership?
Today, there is much more private equity pouring into the manufactured home market. There are still companies coming into the space with hundreds of millions of dollars to invest. The consolidation of the industry is continuing, and we respond aggressively to that. As a subsidiary of ROC USA, ICS is ensuring that the objective mission remains to preserve strong resident owned communities and making these communities coop ready.

Both positions come with an enormous responsibility, and Paul is someone who always puts his all into all the work that he does. He shares his confidence that ROC USA has now baked into its organizational structure the values that will continue to support the organization and the communities they serve long term. ROC USA has the DNA, structure and values so embedded within it that Paul feels comfortable to welcome someone new to continue the work. Paul plans to navigate his new role at the startup ICS in the same way, so that when he is ready to retire the organization will have similar strong values baked into its operations.

ROC leaders can continue to expect a strong partner in ROC USA on a go forward basis. Though change will bring up some anxiety for some folks, Paul firmly believes that ROC USA and ICS have a strong, important future in affordable housing, community development, cooperative development and more. We are just at the beginning of a new phase to make resident ownership the very best it can be.
