Rachel Arndt joins Paul and Mike on this episode of Ownership Matters to talk about public investment in resident owned communities. Manufactured home communities are being recognized by legislators and the general public more and more, and Rachel has had first-hand experience with the growing awareness and changing attitudes toward MHCs. Listen to hear how what started as just a sugary drink tax became something bigger – a spotlight on challenges MHCs face, and the creation of legislation to expand residents’ rights and opportunities.

In today’s episode, hosts Mike Bullard and Paul Bradley introduce Rachel Arndt, a champion of equity, food justice and healthy community design. Rachel works with manufactured community home residents to expand resident rights and creates a more just future that reduces disparities and ensures that every resident has the opportunity for a healthy life. Rachel serves in the Boulder community through her roles as the Environmental Health Planner and Healthy Eating Coordinator in Boulder. She received her Masters degree in Urban Planning and bachelors in Environmental Science and Economics from the University of Michigan. Rachel also received her professional urban planning certification through the American Institute of Certified Planners in 2014.
1:36 – Where Rachel grew up
Rachel grew up in Clarkson, Michigan and attended the University of Michigan. She performed work in her graduate and undergraduate degrees in urban planning and serving the community as a public servant.
2:09 – Boulder, Colorado
After she graduated from graduate school, Rachel moved to Boulder, Colorado in 2009. She spent several months applying for jobs and going to interviews and landed a job in Boulder County Public Health. Both public service and the mountains called to her in Boulder.
3:29 – Boulder County
Boulder, Colorado is 20-30 minutes north of Denver. A third of the county is plains, while the other two thirds are mountains. Most people live in the eastern third of the plains and houses are very expensive. A median single-family home in Boulder costs $1.2 million and this includes condos. Rentals are also expensive and manufactured homes offer a lot of residents the American Dream that community members really want. Manufactured homes are the most affordable single family homes and give more people the opportunity to live there. Two years ago there was a devastating fire that wiped out 1,000 homes. This has also impacted the increase in housing prices.
6:12 – Manufactured home communities
They have about 34-35 mobile home park communities in the eastern third of the county. Public health and community partners worked to spearhead a sugary drink tax and really learned about the drinking water challenge in manufactured home communities. They were able to help co-write and testify to get passed the drinking bill based. Supportive legislators have taken this issue up in expanding rights for residents and opportunities to purchase communities.
8:52 – La Luna Cooperative
Resident ownership deals take a long time and they first heard about it in October of 2022. They finalized the engagement community program and were able to identify affordable housing as a priority area of investment. They set aside $5 million for manufactured home community investments, and reached out to what is now La Luna Cooperative, a community in the midst of becoming resident-owned. They reached out to the technical assistance provider to meet with the residents right away and engage with the city of Lafayette. The residents felt supported early on because they requested from commissioners a signed letter of commitment for a certain amount of funding for this project. Now, that funding amount has doubled.
13:17 – Rache’s introduction to manufactured housing
Rachel’s first introduction to manufactured housing was in 2016, but she was previously exposed to the concept when her grandparents retired in Florida to a manufactured home community. They always had to buy their drinking water and it wasn’t good quality because they lived next to a cement factory. They were also challenged with home ownership prices increasing. Even though professionally she didn’t start in manufactured housing until 2016, she’s had personal experience with manufactured housing.
19:00 – Skepticism
There is unfair stereotype and stigma around manufactured housing and the people that live in manufactured homes. She hasn’t heard this skepticism lately but has heard it in the past with value statements about manufactured homes and the people that live in them. She cautions people not to talk about manufactured housing negatively because there is a lot of pride that people take in their homes. She also suggests residents take advantage of the opportunities to participate in city council, town hall meetings, talk to legislators, etc. They always have a packed house when the topic is manufactured housing and the townhall is not that full for any other topic of town hall meetings that they host.
23:05 – Last thoughts.
Rachel states to use the opportunity to advocate at the state capitol and with elected officials because it helps to hear resident voices. She also recommends getting support from the policy team and departments to testify because not all people are permitted to do that. This is not just an issue in Boulder, but across the entire country. Residents need to be partners at the table and motivating and swaying votes on committees. It makes the most sense to have residents testify and support, but they also influence the way the legislation is drafted and the language that is adopted.

El primer contacto de Rachel con la vivienda prefabricada fue en 2016, pero anteriormente estuvo expuesta al concepto cuando sus abuelos se retiraron en Florida a una comunidad de casas prefabricadas. Siempre tenían que comprar su agua potable y no era de buena calidad porque vivían al lado de una fábrica de cemento. También tuvieron que hacer frente al aumento de los precios de la propiedad de la vivienda. Aunque profesionalmente no se inició en la vivienda prefabricada hasta 2016, ha tenido experiencia personal con las viviendas prefabricadas.
19:00 – Escepticismo
Existe un estereotipo injusto y un estigma en torno a las viviendas prefabricadas y las personas que viven en este tipo de casas. Ella no ha escuchado este escepticismo últimamente, pero lo ha escuchado en el pasado con declaraciones de valor sobre casas prefabricadas y las personas que viven en ellas. Advierte a la gente que no hable negativamente sobre las viviendas prefabricadas porque hay mucho orgullo en sus hogares. También sugiere que los residentes aprovechen las oportunidades para participar en el consejo de la ciudad, las reuniones del ayuntamiento, hablar con los legisladores, etc. Siempre tienen la sala llena cuando el tema es la vivienda prefabricada y el ayuntamiento no se llena así para cualquier otro tema de reunión.
23:05 – Últimas reflexiones.
Rachel afirma que aprovecha la oportunidad para abogar en el capitolio estatal y con los funcionarios electos porque ayuda a escuchar las voces de los residentes. También recomienda obtener el apoyo del equipo de políticas y los departamentos para testificar porque no todas las personas pueden hacerlo. Esto no es solo un problema en Boulder, sino en todo el país. Los residentes deben ser socios en la mesa y motivar e influir en los votos en los comités. Tiene más sentido que los residentes testifiquen y apoyen, pero también influyen en la forma en que se redacta la legislación y el lenguaje que se adopta.
