Before joining ROC USA in 2025, David served as the Acting Chief of Staff and Senior Policy Advisor at the Federal Housing Administration (FHA) and U.S. Department of Housing and Urban Development’s Office of Housing, where he helped oversee FHA’s Single Family, Multifamily and Healthcare mortgage insurance programs, HUD’s Multifamily assisted housing portfolio, HUD’s housing counseling program, and HUD’s Manufactured Housing program. Immediately prior to HUD, David was the Director of Research and Development at the National Community Stabilization Trust. Previously, David worked at the Federal Housing Finance Agency and the Center for American Progress. He holds a master’s degree in Sociology from Cambridge University and a bachelor’s degree from Haverford College.
Throughout his career, David has advanced policies that promote broad access to sustainable mortgage credit, increased supply of affordable housing, stronger consumer protections, and healthy neighborhood housing markets. He is a huge admirer of ROC USA’s achievements and believes they are critical ingredients in fulfilling manufactured housing’s promise as affordable, stable, and high-quality housing. In his spare time, David enjoys making and recording music, bicycling, and exploring his home of Washington, DC with his dog and wife.
