Gerald Phillips is an accomplished public affairs, community development, and policy professional with experience leading strategic initiatives at the intersection of housing, economic development, government relations, and community engagement.

Most recently, Gerald served as Policy and Research Director at Neighborhood Housing Services of Los Angeles County, where he led local, state, and federal policy initiatives related to affordable housing and community development. In this role, he advanced policy strategies across Los Angeles County, contributed to housing access programs, and helped secure critical funding to expand homeownership and rehabilitation opportunities.

Previously, Gerald served as an Economic Development Project Analyst at Economic Resources Corporation, where he helped secure federal funding to support economic development initiatives and led statewide outreach efforts to expand grant access for small businesses. Earlier in his career, he worked in the California State Assembly as a Legislative Field Representative, managing government and community relationships while supporting legislative outreach, constituent services, and public engagement.

In addition to his professional roles, Gerald remains actively engaged in civic leadership. He served as Vice Chair of Jericho Road Pasadena and contributes as an Advisory Board Member with the UCLA Latino Policy & Politics Institute, supporting equitable housing recovery and community resilience initiatives.

Gerald is passionate about advancing policies and partnerships that strengthen communities, expand economic opportunity, and create lasting impact for underserved populations. He holds a Master of Arts in Urban Planning from the University of California, Los Angeles and a Bachelor of Arts in Political Science from the University of California, Irvine.
