ROC USA Proudly Endorses Bipartisan Road to Housing Act of 2025

On July 24, 2025, the Senate Banking Committee announced the bipartisan Road to Housing Act of 2025, which the Committee will soon consider at its first bipartisan housing markup in over a decade. ROC USA strongly commends the act’s inclusion of the PRICE Act, which would authorize the U.S. Department of Housing and Urban Development’s (HUD) Preservation and Reinvestment Initiative for Community Enhancement (PRICE) program. PRICE provides historic, first-of-their-kind federal grants to manufactured housing communities to upgrade infrastructure like water, septic, and electrical systems. The program also supports the development of new manufactured housing in communities, increasing the supply of naturally occurring affordable housing at a time when it is desperately needed.

“By including authorization for the PRICE program, the bipartisan Road to Housing Act of 2025 takes a bold, but common-sense step towards ensuring manufactured housing communities have the resources to maintain resilient and healthy infrastructure just like any other community,” said ROC USA President Emily Thaden. “We thank Senators Cortez Masto (D-NV), Banks (R-IN), Scott (R-SC), Warren (D-MA), and the many other champions of the legislation for hearing their constituents and addressing critical needs in these neighborhoods of manufactured homes.”

PRICE was created by Congress in December 2022, with HUD selecting awardees through its competitive grant process. The PRICE competition was highly oversubscribed, with applicants requesting $14 for every $1 available — demonstrating high demand and need for these funds. HUD announced the first awards totaling $225 million in December 2024. The 17 awardees, including ROC USA, will support communities across 26 states, spanning rural, suburban, urban, and tribal areas. Today, more than 4 million households live in our nation’s approximately 43,000 manufactured housing communities.
