Position Overview

We are seeking a Construction & Development Services Project Manager with extensive experience to oversee various community building initiatives supporting the long-term financial stability of Resident Owned Communities (ROC). This role will manage multiple projects simultaneously while serving as a liaison between community board leaders, Construction Management Firms, General Contractors, and government staff.

Key Responsibilities

  • Coordinate conceptual estimating through third-party pre-construction service providers to identify potential funding needs and opportunities for resident owned Manufactured Housing Communities
  • Develop comprehensive scopes of work, and requests for proposals (bids) on behalf of community owners for purpose of soliciting engineers, construction managers, and general contractors
  • Prepare and manage project-based budgets, schedules, and resources throughout the ROC Direct Portfolio and ROC USA Capital funded communities to support financial feasibility and capital improvement planning
  • Oversee third party vendor representatives including bid walks, preconstruction, in-progress reports, and closeouts while representing ROC DIRECT as an owner’s representative at status and coordination meetings

Required Qualifications

  • Five or more years of directly related experience and/or training in construction management
  • Strong knowledge of commercial construction processes
  • Proficiency in the use of Windows based technology to include Microsoft Office Suite with experience in Outlook, Calendar, Microsoft Word and Excel 
  • Knowledge and understanding of the municipal, county, and state permitting processes
  • Ability and willingness to travel, as needed

  • Ability to work with a variety of stakeholders to include residents, technical assistance providers, local municipalities, and construction professionals through both remote work technology systems (ie. Zoom) and in person     

Preferred Qualifications

  • Bachelor’s degree in and/or construction-related fields, or equivalent experience in Real Estate Development
  • Experience in the manufactured housing industry, including new home installations and renovations
  • Familiarity with HUD regulations for Manufactured Homes 
  • Familiarity with Federal Funded Programs, grants, and commercial financing covenants related to insurance, bonding, and certified pay rolls sufficient to incorporate into requests for proposals 
  • Experience working with Low Income communities, Residential Property Managers, and Affordable Housing Developers
