ROC USA

  • Location: Remote-based within the contiguous United States or Washington, D.C. office
  • Reports To: CEO
  • Position Type: Full Time, Exempt

Position Overview

ROC USA seeks a Senior Vice President to lead ROC & Network Support as we prepare to bring resident ownership to many more communities. This senior leader will oversee the teams that help residents acquire their communities, succeed as cooperative owners, and access specialized real estate expertise. The SVP will also strengthen our national Network and resident leadership in ROCs, and modernize how this work gets done so we can expand our reach, maintain productive partnerships, and improve results.

Reporting to the CEO and serving on the Senior Leadership Team, the SVP will help set and execute priorities across ROC USA. We want a leader who can build an outstanding team, earn trust with independent partners and resident leaders, and turn ambitious goals into practical decisions and sustained progress.

About ROC USA

ROC USA is a national nonprofit intermediary that helps homeowners in manufactured home communities (MHCs) buy the land beneath their homes and govern their communities as resident-owned cooperatives, or ROCs. These homeowners are among the lowest-income homeowners in the U.S. They often own their homes but not the land, leaving them vulnerable to lot rent increases, park closure, and displacement. Resident ownership gives them a durable way to preserve affordability, invest in their communities, and shape their future together.

ROC USA and our Network support more than 365 ROCs in 22 states, preserving nearly 25,000 affordable homes. Across the field, ROCs have accessed more than $1 billion in community financing, including more than $557 million delivered by ROC USA Capital since 2008.

ROC USA Capital, our certified Community Development Financial Institution (CDFI), finances community acquisitions, infrastructure investments, and refinancing. Its earned income helps support the wider enterprise, including resident support, Network capacity, policy, and innovation. Our model brings affordable capital together with the organizing and ongoing support residents need to succeed as owners.

Looking Ahead

Our goal is to nearly double the number of affordable homes in ROCs to almost 50,000 within a decade. Our three-year growth plan aims to increase the number of homes preserved annually from 1,000 to 1,400. A $10 million investment from a grantor supports the capacity and systems needed for that growth. Alongside it, a $38 million HUD PRICE award and $34 million in public commitments across five states are helping make more resident purchases viable and affordable.

We are expanding access to capital and public subsidy, advancing enabling policies, piloting new-home infill, and building evidence of the model’s impact. The SVP will lead a central part of this strategy: improving our core service delivery model so more communities receive effective support, with stronger coordination between advising and lending and lower costs per community as we grow.

The Network and ROC Association

Nine independent nonprofit Certified Technical Assistance Providers (CTAPs) make up ROC USA’s Network. They cultivate acquisition opportunities and coach member-owner boards on cooperative governance and business operations. CTAPs work in 13 states, while ROC USA provides acquisition and ongoing support directly in nine additional states. Our internal portfolio also includes communities whose former CTAPs closed their ROC programs. This requires skilled support for communities facing complex governance, financial, and infrastructure challenges.

ROC USA is revamping its agreements with CTAPs and the associated fee structures. This work is expected to result in a Network membership body with defined decision-making responsibilities and a regular forum for advising ROC USA and communicating Network priorities. The body will also support peer-to-peer exchange of best practices, problem solving, and innovation. The SVP will help partners shape and implement this approach through effective facilitation and convening.

ROC USA is also adopting integrated technology across loan management, loan origination, and technical assistance (often called Business & Governance Coaching). The SVP will lead a team of vendors and coordinate with ROC USA and CTAP staff to develop a comprehensive workflow management system in Salesforce. The system will reduce administrative work for coaches, support compliance with cooperative governance requirements, loan covenants, and legal obligations, and incorporate best practices for coaching resident-owned cooperatives. It will also translate financial and operational data into clear, useful information that helps advisors tailor their coaching and ROC boards make informed decisions.

The ROC Association is the national resident leadership body. The SVP will support its evolving role and help create meaningful opportunities for residents to shape the work. This calls for a leader who values the expertise of residents and CTAPs and can translate shared goals into effective services and decisions.

The Team

The SVP will lead four functions, each with its own leader:

– Acquisitions, led by a Vice President. This team of three is expected to complete at least four acquisitions in 2027, and it supports the Network as well as directly completing acquisitions.

– Post-purchase Governance and Business Advising, led by a Manager. This team of four currently supports 20 ROCs.

– Network and ROC Support and Training, led by a Director. This individual supports training, resource development, and staffs the ROC Association.

– Real Estate and Development, led by a Vice President. This team of three has manufactured home community and construction subject matter expertise and supports the Network and our internally supported ROCs.

Additionally, consultants and implementation partners will support the department’s technology and process improvements. The SVP will be vital for cross-department planning, coordination, and collaboration; coach leaders and build a cohesive team; build strong and productive partnerships; prioritize how to best support the Network and resident leaders; and drive efficiencies and effectiveness through technology adoption and best practices.

What You Will Lead

– Lead the department and contribute across the enterprise. Set priorities, allocate resources, and build an accountable team of leaders across the department’s four functions. Partner with the CEO, Chief Program Officer, President of ROC USA Capital, CFO, and General Counsel on growth, community outcomes, risk, and financial sustainability. Make deliberate choices about service levels and capacity, and track whether the department’s work improves results for residents.

– Modernize how support is delivered. Redesign service delivery so staff and partners can support more communities effectively. Lead the department’s Salesforce advising and ROC sustainability work with staff, CTAPs, and implementation partners. Simplify workflows, strengthen shared data and handoffs, and use automation and AI where they improve quality or free time for coaching. Own adoption, vendor performance, and measurable gains in capacity and cost to serve.

– Strengthen acquisitions and ROC formation. Manage the internal Acquisitions team in supporting CTAP transactions and resident purchases in states where ROC USA works directly, ensuring alignment with Enterprise priorities and funding obligations. Support the team to coordinate resident organizing, feasibility, deal structuring, and transaction readiness with CTAPs and ROC USA Capital, policy and subsidy colleagues, and legal counsel. Build a reliable pipeline and clear expectations with partners so viable purchases move efficiently toward closing.

– Improve post-purchase support and community health. Oversee governance and business advising for ROCs served directly by ROC USA, including communities whose former providers have exited. Strengthen coaching and service standards while tailoring support to each community. Support coordinating early-warning and intervention practices with CTAPs and ROC USA Capital so concerns are addressed sooner. Respect the distinct responsibilities of resident boards, technical assistance providers, and the lender.

– Build Network capacity and resident leadership. Lead the implementation of ROC USA’s work with CTAPs to revamp Network agreements and fee structures and develop the anticipated membership structure. Design and facilitate effective processes and convenings that support its defined decision-making role, bring Network advice and priorities into ROC USA’s work, and advance peer learning, problem solving, and innovation. Oversee training and shared resources, and support the ROC Association’s evolving role and meaningful resident leadership.

– Put real estate and development expertise to work. Manage the specialists who advise staff, CTAPs, and ROCs on community operations, property management, infrastructure, capital improvements, construction, and new-home infill. Set priorities for this expertise, develop practical tools that can be used across CTAPs and communities, and coordinate focused support to ROCs and ROC USA Capital borrowers.

How You Lead

– You see the whole enterprise, make timely decisions, and move priorities forward without waiting for direction. You pair a clear vision with operating discipline, delegate real authority, and develop leaders who can own their work. You listen carefully, give candid feedback, and work respectfully with residents and independent partners. You design productive convenings, surface differences constructively, and help groups reach clear decisions and follow through.

– You bring positive energy and good humor to hard problems. You ask for and offer help, keep difficult conversations productive, and share responsibility for enterprise results. You can explain service choices, risks, and results clearly to resident boards, partners, colleagues, funders, and ROC USA’s Board.

Success Over the First Three Years

The department will have clearer priorities and service standards, stronger management capacity, and advising workflows and ROC health tools that staff and participating CTAPs use. Success will include earlier support for struggling communities, less time spent on routine coordination, and measurable improvements in service quality and cost to serve as the number of ROCs grows.

Required Experience

– At least seven years of senior leadership in community development, affordable housing, cooperative development, community organizing, community lending, or a comparable field, including leading managers across multiple functions.

– A record of improving service delivery through substantial process or technology change, including staff or partner adoption and measurable gains in quality, efficiency, or capacity.

– Experience managing departmental budgets, consultants, and implementation partners, with clear priorities, milestones, and accountability for results.

– Working knowledge of real estate acquisition, development, or financing sufficient to lead transaction support and work effectively with lenders and technical specialists.

– Strong facilitation skills and experience designing effective convenings and collaborative processes with community leaders and independent partner organizations, including navigating disagreement, supporting shared decisions, and ensuring follow-through.

– Deep alignment to the mission of ROC USA and the ROC model and cooperative governance principles.

Preferred Experience

– Experience with ROC programs, manufactured home communities, housing cooperatives, or technical assistance to affordable housing owners.

– Experience guiding Salesforce or comparable CRM or case management implementations, shared data systems, or practical uses of automation and AI.

– Leadership in a network, federation, or membership organization, including shared learning and collaboration among independent partners.

– Experience coordinating community support with a CDFI or lender’s asset management team, or working on infrastructure, capital improvement, or infill projects.
