Construction Management / Project Management Office (PMO) Services

PRICE Main Grant – Improvement of Manufactured Housing Community (MHC) Infrastructure Program

RFP No. 2026-001

ROC USA is requesting proposals from qualified firms to provide program management office (PMO) and construction management services for its Improvement of Manufactured Housing Community Infrastructure program (the “Infrastructure Program”). The Infrastructure Program is funded by a Preservation and Reinvestment Initiative for Community Enhancement (PRICE) grant from the U.S. Department of Housing and Urban Development (HUD).

The selected firm will help ROC USA plan, procure, build, monitor, and close out infrastructure improvements in resident-owned manufactured housing communities (MHCs). The goal is to complete this work on schedule, within budget, and in compliance with HUD and other federal requirements.

ROC USA intends to award one (1) contract under this RFP, with work assigned through task orders. Issuing this RFP does not obligate ROC USA to award a contract.

About the PRICE Program

On December 19, 2024, HUD announced 17 awards totaling $225 million under the PRICE Notice of Funding Opportunity (NOFO). PRICE provides grant funding to maintain, protect, and stabilize manufactured housing and MHCs. ROC USA received a PRICE Main grant of $38,125,875 to deliver three programs:

  • Improvement of Manufactured Housing Community Infrastructure. Addresses long-overdue infrastructure needs that threaten resident health and safety, including water quality, untreated sewage and septic discharge, and electrical hazards. This RFP supports this program only.
  • Expansion of Homeownership and Sustainable Growth through Infill. Creates new affordable homes in resident-owned communities.
  • Preservation of Manufactured Housing Communities and Homeownership through Acquisition. Helps residents buy the land beneath their homes to form a ROC.

PRICE is funded by the Consolidated Appropriations Act, 2023 (Public Law 117-328), with additional PRICE Main funding provided by the Consolidated Appropriations Act, 2024 (Public Law 118-42). The program authority is Title I of the Housing and Community Development Act of 1974 (42 U.S.C. 5301 et seq.). PRICE grants are subject to the PRICE NOFO; the Community Development Block Grant regulations at 24 CFR part 570, as modified by HUD waivers and alternative requirements; ROC USA’s grant agreement with HUD; and the Uniform Guidance at 2 CFR part 200.

The Infrastructure Program

ROC USA has budgeted approximately $20.4 million in PRICE funds for the Infrastructure Program. Many MHCs are more than 50 years old and were built with little public oversight. As a result, many have aging water, wastewater, and electrical systems that need repair or replacement.

Eligible infrastructure activities include:

  • Water supply, water quality, distribution, and well improvements.
  • Wastewater, sewer, septic, and drainage improvements.
  • Electrical systems, utility hookups, and correction of electrical hazards.
  • Roads, sidewalks, site circulation, and related community infrastructure.
  • Resilience, hazard mitigation, and environmental remediation related to eligible infrastructure.
  • Professional services that directly support eligible projects, including design, engineering, testing, permitting, construction management, and inspections.

ROC USA expects the Infrastructure Program to include multiple projects in resident-owned communities in more than one state. Projects will vary in size and complexity, from single-system repairs to community-wide improvements. ROC USA expects the Infrastructure Program to include approximately nine projects in nine communities located in Colorado, Idaho, New York, and North Carolina.
