ROC USA Applauds Congress for Advancing PRICE in Major Housing Package

WASHINGTON, D.C. — On June 16, 2026, bipartisan leaders in the House and Senate announced agreement on landmark comprehensive housing legislation that is expected to become law. The legislation includes a seven-year authorization of the Preservation and Reinvestment Initiative for Community Enhancement (PRICE) program at the U.S. Department of Housing and Urban Development (HUD), the nation’s first federally authorized program dedicated specifically to expanding and preserving housing for homeowners in manufactured housing communities.

ROC USA applauds Senate Banking, Housing, and Urban Affairs Committee Chair Tim Scott and Ranking Member Elizabeth Warren, House Financial Services Committee Chair French Hill and Ranking Member Maxine Waters, and the many congressional leaders whose bipartisan efforts helped advance this historic legislation. We also thank Senator Cortez-Masto and Representatives Bacon and Bonamici, who authored and championed the original bills in the Senate and House. We are grateful for the more than 30 national and local partners and grantees who have joined advocacy efforts over the years and called on Congress to advance permanent authorization and full funding for PRICE.

By authorizing PRICE, Congress is recognizing that millions of manufactured homeowners deserve the same investment, opportunity, and attention afforded to other American communities,” said ROC USA CEO Emily Thaden. “This legislation acknowledges both the importance of manufactured housing as a source of affordable homeownership and the need to preserve and strengthen these communities for future generations.

PRICE provides historic federal grants to manufactured housing communities to upgrade critical infrastructure, including water, wastewater, electrical, and other essential systems. The program also supports the development of new manufactured housing homes and communities, helping expand the supply of affordable homeownership opportunities at a time of significant national housing need.

PRICE is a practical, bipartisan solution that helps preserve affordability, address long-deferred infrastructure needs, expand homeownership opportunities, and strengthen communities over the long term,” said Thaden. “Few federal investments have the potential to deliver such broad benefits for low-income homeowners, rural communities, housing preservation, infrastructure revitalization, and affordable homeownership at such a modest cost.

More than 4 million households, most of them low- and moderate-income homeowners, live in approximately 43,000 manufactured housing communities across the United States.

Today’s historic victory for manufactured housing community residents is the direct result of all the ROC owner-members that worked so hard contacting Senators and Representatives from day one. Our voices were heard; we do make a difference,” said Kelly Jensen, Board President at Paradise Village Cooperative in Johnstown, Colorado and elected leader of the ROC Association for the Mountain West Region. “We will continue to work with PRICE’s congressional champions to ensure PRICE stays in the budget for years to come.

PRICE was first established by Congress in Fiscal Year 2023 and received continued support through FY24 and FY25 appropriations. HUD selected the first round of PRICE awardees through a competitive grant process in December 2024, awarding $225 million to 17 organizations supporting communities across 26 states. The first PRICE competition was highly oversubscribed, with applicants requesting $14 for every $1 available — demonstrating high demand and need for these funds. HUD is expected to release the second PRICE Notice of Funding Opportunity later this month. As Congress considers its FY27 HUD Appropriations bill, we encourage fully funding the PRICE program at $225 million.
